Key Findings
- Economic: Aviva Insurance Limited, Direct Line’s 100% parent since 1 July 2025, reportedly provided employer’s-liability cover to UAV Engines Ltd, an Elbit Systems UK drone-engine subsidiary. Campaigner and trade-press reporting says the cover ended around 7 September 2025, but Aviva has not confirmed this.1, 2, 3
- Economic: Aviva Investors reportedly bought about $108m of Israel’s January 2026 sovereign bonds, per Middle East Eye citing Profundo data. Aviva Investors says exposure has since been “significantly reduced”. These are parent-group asset-management activities, not Direct Line holdings.4
- Political: A trade-press page (Emerging Risks) lists Direct Line among five “worst offending insurers” that campaigners say should be boycotted. The page is undated and uncorroborated by other campaign sources reviewed.5, 6
- Not found: No public evidence identified of any Direct Line contract, product, technology or supply relationship with Israeli defence or security bodies, or of any operation in Israel or the occupied territories. Direct Line does not appear in the UN OHCHR settlement-business database.7, 8

Executive Summary
Direct Line is a UK-only retail and small-business insurer. The four audits found no contract, product, technology, supply, logistics or operational relationship between Direct Line and the Israeli Ministry of Defence, the IDF, Israeli security bodies, Israeli defence primes or the occupied territories. In each domain where it was checked, the audits record “No public evidence identified”.
The documented nexus is at the parent level and is not Direct Line-branded. Aviva Insurance Limited/Aviva plc reportedly provided employer’s-liability insurance to UAV Engines Ltd, a Staffordshire subsidiary of Elbit Systems. Campaigner and trade-press reporting says that cover ended around 7 September 2025, but Aviva declined to comment and has not confirmed the date.1, 12 Aviva Investors is reported to hold about $880m across twelve arms companies, none of them an Israeli prime.13 It is also reported to have bought about $108m of Israeli sovereign bonds in January 2026, with exposure since reduced.4 Direct Line only became part of this group on 1 July 2025.
Several claims are carried here as unresolved. A Boycott Bloody Insurance webpage attributes an unsourced $363,200 Elbit Systems figure to Aviva (August 2026 data), and the audits could find no corroborating disclosure.14 A later campaign page claims $2.3bn of Aviva holdings in Israel-supplying companies, again without data source or methodology.15 An undated Emerging Risks page lists Direct Line among five boycott targets, but other campaign sources reviewed do not corroborate that listing.5, 6 The audits also could not confirm the dates or end dates of several events, as set out below.
The final scoring is Military 2.57, Economic 1.09, Digital 0.00 and Political 0.00, giving BRS 220 and Tier D (Moderate Complicity). The score is driven almost entirely by the parent-level UAV Engines underwriting relationship. It is a B2B, now-ended arrangement of the parent, not of Direct Line, and the scores are mitigated accordingly.

Corporate Overview
Direct Line Insurance Group plc (company 02280426) is a UK holding company whose Companies House activity code is “70100 - Activities of head offices”.9 Its regulated underwriting subsidiary is UK Insurance Limited.7 A separate entity, Direct Line Insurance Limited (company 01810801), is confirmed via its own persons-with-significant-control register to sit wholly within the same Aviva-controlled group, with no separate Israeli ownership layer.34
Aviva Insurance Limited is the registered controlling holder, notified 2 July 2025.2 The audits found no Israeli ownership layer, Israeli subsidiary, joint venture, franchise or state-linked ownership.7 RBS fully divested its stake in Direct Line by February 2014.7 Direct Line’s former sustainability and governance webpage now redirects to Aviva’s corporate site (archived capture dated 12 May 2026), consistent with integration into Aviva’s governance.35
After the acquisition, close to £5bn of Direct Line’s investment assets were reported transferred to Aviva Investors’ management. No source identifies any Israel-linked holding among them.36
Domain Summaries
Military: Military
Mechanism of Involvement
The only military-adjacent mechanism is parent-level. Aviva Insurance Limited/Aviva plc reportedly provided the mandatory employer’s-liability insurance for UAV Engines Ltd (company 02691211, Lichfield, Staffordshire), an Elbit Systems UK subsidiary that manufactures drone engines.1, 37 Campaigners (Palestine Action and Boycott Bloody Insurance) allege this “facilitat[ed] the design and production of drone engines” used in Israel’s drone fleet. They occupied Aviva’s Bristol office on 22 January 2025 and targeted its Perth and Motherwell offices around 28 February 2025.18, 20
Trade-press and campaigner reporting says the cover ended around 7 September 2025 and moved to Chubb, with AFSC later giving December 2025. Aviva declined to comment, so the end date rests on third-party reporting, not insurer confirmation.1, 12, 27 Aviva Investors is also reported to hold more than $880m across twelve arms companies (BAE Systems, Boeing, Caterpillar, General Dynamics, Honeywell, L3Harris, Leonardo, Northrop Grumman, Rheinmetall, Rolls-Royce, Textron, Thyssenkrupp), none Israeli, drawn from the “Ensuring Genocide” report.13, 27
The mechanism is corporate B2B underwriting by the parent, not a Direct Line-branded service. The scoring rationale (I=6.0, M=3.5, P=6.0) reflects an enabling underwriting relationship that is now reportedly ended and was not a Direct Line act.
Counter-Arguments and Evidence Limits
- No Direct Line contract. No public evidence identified of any contract, tender, MoU or SIBAT listing between Direct Line and Israeli defence or security bodies. Direct Line is an insurer with no mil-spec, dual-use or tactical products and no equipment, components or logistics supply.9, 7
- Parent, not subsidiary. The UAV Engines cover is attributed to Aviva, not to Direct Line, which joined the group only on 1 July 2025. No evidence was found that the underwriting began before then, and the cover start date is not public.1, 37
- Ended. The cover is reported ended around September 2025, and the later 9 September 2026 action targeted Chubb and Sompo, not Aviva.1, 32
- Aviva’s position. Aviva has not substantively responded to the allegation, so the “facilitation” claim is a campaigner characterisation. Employer’s-liability is a mandatory UK insurance product.18, 12
- Unverified Elbit holding. The campaign page attributing $363,200 of Elbit shares to Aviva cites no filing, fund or data vendor. It contradicts the same campaign’s earlier report (which says Allianz is the only insurer still investing in Elbit) and AFSC’s mirror of that report. No shareholder disclosure corroborates it, so it is an unresolved lead, not a finding.14, 21, 13
- No named listing. No public evidence identified of Direct Line or Churchill on Boycott Bloody Insurance target lists, whose named insurers are Aviva, Allianz, Chubb and Sompo. Ethical Consumer records no active boycotts of Direct Line.1, 32, 38
- Source limits. Reports differ on whether Aviva is linked to “13 of 16” named companies or invested in “12 of 15” suppliers. The audit reads these as distinct metrics, with the 13th link plausibly Elbit via the UAV Engines cover. I could not text-search the UN Special Rapporteur’s report A/HRC/59/23 directly.23, 21
Named Entities and Evidence Map
- Aviva Insurance Limited / Aviva plc: UAV Engines cover (ended per campaigners), arms-sector investments via Aviva Investors, unverified Elbit lead.1, 13, 14
- UAV Engines Ltd / Elbit Systems: counterparty; Elbit is not among AFSC’s twelve Aviva-held companies.37, 13
- Palestine Action: direct action from 22 Jan 2025; proscribed from 5 July 2025. The ban remained in force through the audit period, with a further appeal pending.25
- Boycott Bloody Insurance: authored the report (lead researcher Monika Nielsen); distinct from Palestine Action.21, 23
- Individuals: Peter Wood, Danuta Gray, Adam Winslow, Jane Poole, Ian Clark and Jason Storah were searched with no Israel-defence links found.3, 11 Shonaid Jemmett-Page (Aviva plc non-executive director) also sits on the board of QinetiQ Group plc, a UK defence technology company. The audit found nothing linking it to Israel.39
Digital: Digital
Mechanism of Involvement
No mechanism was identified. No public evidence identified of Israeli-origin technology (Check Point, Wiz, SentinelOne, CyberArk, NICE, Verint, Claroty, Palo Alto) in Direct Line’s stack. Documented systems include Oracle ERP, Workday-integrated benefits, Keoghs Tracker and OnviSource Nexe’llecta.40 Capgemini is the principal systems integrator.41 Cloud runs on AWS.
No public evidence identified of Direct Line facial recognition, biometrics, Israeli R&D, Project Nimbus participation, or defence or intelligence technology provision.42 Its acquisitions (Brolly, The Floow, By Miles) are all UK.
Counter-Arguments and Evidence Limits
The Digital scores of 0.0/0.0/0.0 follow from the absence of any qualifying frame. One unverified lead exists: a vendor case study places a Shift Technology deployment at a “Direct Line Group” described as Spanish. Shift is French-founded, so the audit treats this as a probable misattribution, not a Direct Line deployment.43 Danuta Gray’s UK Ministry of Defence Defence Board seat (2015–2021) is a UK governmental role, not an Israeli one.25
Named Entities and Evidence Map
- Capgemini, Oracle, OnviSource, AWS: documented vendors, with no Israeli-origin technology found.40, 41
- Project Nimbus: its named vendors are Google and AWS; no insurer or Direct Line entity is named.42
- Who Profits / AFSC Investigate: no Direct Line entry. Who Profits’ 2022 insurer report names only Israeli insurers.44
Economic: Economic
Mechanism of Involvement
Direct Line has no Israeli supply chain, subsidiary, office, revenue, R&D centre or investment. Its revenue (£3,732m gross written premium in 2024) is entirely UK.7 The economic nexus is the parent’s exposure:
- Underwriting: the UAV Engines cover described above.1
- Investments: about $880m across twelve arms suppliers.13 Ethical Consumer’s Aviva profile also reports, per the 2025 “Don’t Buy Into Occupation” report, over $14.5bn in shares and bonds in businesses linked to settlement or occupation-related activity as of August 2025.45
- Sovereign bonds: Middle East Eye, citing Profundo, reported Aviva Investors bought about $108m of Israel’s January 2026 issuance. Aviva plc said it “has no exposure to Israeli government debt”, while Aviva Investors said exposure was “significantly reduced” (about $40m at publication).4 The article gives a purchase date of 30 January 2026, which conflicts with the issuance window confirmed at 6–13 January 2026. The discrepancy is unresolved.28, 29
Per the examiner adjudication, a subsidiary may not exceed its parent for the same parent-level act. The scoring (I=3.8, M=3.5, P=4.0) therefore reflects the parent-level financial exposure and gives it no weight beyond that.
Counter-Arguments and Evidence Limits
- No Direct Line exposure. No public evidence identified of any Direct Line-specific holding in Israeli companies, bonds or funds, or of acquired Israeli subsidiaries.7
- Aviva’s statements. A named spokesperson said Aviva “has no operations in the region and no active equity exposure to Israeli companies”, though it declined to confirm the report’s figures.23 The 2018 statement said it would engage and apply exclusions policies.16
- Not an underwriter of Israeli debt. The book-running managers of the January 2026 bond were Bank of America, Citigroup, Deutsche Bank, Goldman Sachs and JPMorgan, not Aviva or Direct Line.28, 29
- No listing. Neither Aviva nor Direct Line is named in the retrievable reporting of the OHCHR 158-enterprise update. This rests on a secondary summary, because the primary annex could not be opened.8 The 214-enterprise update names no companies, so it settles nothing.33
- Unverified August 2026 figures. The campaign page claims $2,316,994,899 for Aviva, the largest of six insurers. It names no source or methodology and was not independently corroborated, so it is carried as an unverified campaign claim.15
- Elbit equity. No filing, prospectus or named-methodology vendor report shows Aviva holding Elbit shares. A 22 January 2025 article claims indirect fund-level exposure without naming any source and is treated as unresolved.19
- Dates. The audit treats 7 September 2025 as the verified cover end and AFSC’s December 2025 as an unreconciled restatement. The cover’s start date is not public.1, 27
- Wider limits. Direct Line’s own travel-policy wording on Israel and the West Bank could not be retrieved, so it is an evidence gap.35
Named Entities and Evidence Map
- Aviva Investors: bond purchase (Profundo via Middle East Eye) and twelve-company arms holdings.4, 13
- Boycott Bloody Insurance: report author and AGM disruptor on 6 May 2026, with 8.4% of votes cast against Aviva’s climate disclosures and 5.5% against its pay policy.31
- Directors: Ian Clark, Jason Storah, Deepak Haria, Joanne Clube, Jane Adamson and the other non-executive directors were searched with none found. An unverified aggregator report of Stephen Pond’s March 2026 departure was not confirmed.3, 11
Political: Political
Mechanism of Involvement
No Direct Line political activity was identified. No public evidence identified of Direct Line statements on Israel-Palestine, lobbying on the conflict, donations to IDF/FIDF/JNF/settlement bodies, or conflict-related logistics support.7, 18 Its only documented lobbying is domestic (UK motor personal-injury reform, 2013).46 Aviva group CEO Amanda Blanc’s 5 March 2026 remark concerned motor-claims cost risk from an Israel-Iran conflict and contained no political position.30
Parent-level reputational activity includes the Palestine Action protests, the Manchester occupation of 11 March 2025, and the withdrawal of performers from Aviva Studios over the naming-rights sponsorship.24, 26, 47 Aviva ended its Norwich Pride sponsorship before the 27 July 2024 event after campaigners cited its investments, and said it had safety concerns.15, 17 Aviva said it would take “appropriate legal action” after the Manchester incidents. No court filing or injunction by Aviva was identified. By contrast, a civil claim by Allianz against six activists was allowed to proceed (reported 11 June 2026).24, 46
The scoring (I=2.0, M=0.0, P=0.0) yields V=0.00.
Counter-Arguments and Evidence Limits
- Boycott listing, uncorroborated. The Emerging Risks page names “AXA, Allianz, Aviva, Direct Line and LV= and all their sub-brands” for a boycott, citing weapons underwriting “particularly in Palestine”. It is undated and records no company response. Extinction Rebellion UK’s own campaign page names none of those insurers, and two related reports (one on an 18 September 2025 protest, one from The Canary) could not be retrieved. The listing is therefore uncorroborated.5, 6
- Elsewhere, no named targeting. Other campaign sources reviewed did not name Direct Line, Churchill, Privilege or Green Flag as targets.32, 1
- Gray’s MoD role. Danuta Gray’s seat on the UK MoD Defence Board is UK-governmental, with no Israeli-defence or advocacy extension found.25
- Pride and festival episodes. These concern Aviva, not Direct Line. The Norwich petition’s £801m shareholding figure is the petitioners’ claim.17
- Authorship and date conflict. The Political audit records a conflict over who authored “Ensuring Genocide” and when it was released. The Military audit’s additional checks show the campaign’s own page and an independently opened trade-press article attribute it to Boycott Bloody Insurance and Monika Nielsen, with Al-Haq hosting a copy. The date remains disputed between 10–11 March and 26 March 2025.21, 23, 22
- Aviva’s disputed status. Whether Aviva’s positions in companies named by Al-Haq remain current is unknown, and Aviva disputes any Israel-specific exposure.23, 16
Named Entities and Evidence Map
- Aviva plc: targeted by protests, reports and sponsorship campaigns.
- Danuta Gray, Adam Winslow, Owen Morris, Jason Storah, Charlotte Jones: searched with none found on Israel-Palestine.3, 25
- Amanda Blanc: market-risk comment only.30
- Factory International: said it respects the artists’ decisions; no Aviva statement was identified.26
Complicity Index Score

| Domain | I | M | P | V-Domain Score |
|---|---|---|---|---|
| Military | 6.00 | 3.50 | 6.00 | 2.57 |
| Digital | 0.00 | 0.00 | 0.00 | 0.00 |
| Economic | 3.80 | 3.50 | 4.00 | 1.09 |
| Political | 2.00 | 0.00 | 0.00 | 0.00 |
- V_MAX: 2.57 Avg_OTHERS: 0.36
- BRS Score: 220 Tier: D (Moderate Complicity)
V_MAX comes from Military: the parent’s reported employer’s-liability underwriting of an Elbit drone-engine subsidiary. The impact band is moderate-high, scale is low and directness is limited by the parent-level, B2B and reportedly ended nature of the arrangement. Economic adds a modest secondary contribution from parent-level financial exposure, capped so a subsidiary does not exceed its parent for the same act. Digital and Political contribute nothing because no qualifying Direct Line frame exists. The method is scale-free (V = I × min(M/7,1) × min(P/7,1); BRS = ((V_MAX + 0.2 × Avg_OTHERS)/12) × 1000), evidence-only and human-vetted.
Methodology Note
- Evidence-only: every claim traces to the four domain audits (Military, Digital, Economic, Political). Where checks found nothing, the text says “No public evidence identified”.
- Scale-free scoring: Impact reflects the type of activity, Magnitude the scale, and Proximity the directness of the company’s role.
- Temporal rule: divested or exited operations are mitigated. The reportedly ended UAV Engines cover and the reduced bond exposure are weighted accordingly.
- Entity attribution: there is no transitive guilt. Aviva-level conduct is attributed to Aviva, and Direct Line’s own role is scored separately.
- Dual-counting: settlement operations dual-count Economic and Political. No Direct Line settlement operation was identified.
- Unverified claims: items the audits mark as unverified or unresolved (the Elbit equity figure, the August 2026 totals, the Emerging Risks listing, report dates and cover end dates) are carried with those caveats.
